HII-MIS, is currently seeking aSenior Program Managerto work out of theirSan Diegooffice.

Duties and Responsibilities (to include but not be limited to the following):

  • Responsible for directing all phases of program from inception through completion. Will set objectives and provide guidance to subordinate managers and supervisors based on division goals and company policy. Responsible for the profit and loss of a large complex program. Direct all phases of programs from inception through completion. Responsible for serving multiple customers requiring developing and managing plans across several subcontractors. Responsible for overseeing a program contained at one primary geographic location however covering remote locations and multiple business functions and employees directly assigned to program. Program may require new technologies. Responsible for the cost, schedule and technical performance of company programs. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develop new business or expands services with the customer. Establish milestones and monitors adherence to master plans and schedules identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Direct the work of employees including management level assigned to the program from technical, manufacturing and administrative areas. Responsible for project teams and management of project systems installations by planning, directing, and coordinating the activities of installation projects to ensure that their goals and objectives are completed within their required periods of performance and within budget. Manage risk through sound decision-making techniques that ensure that objectives and long-range organizational goals are met. Enforce compliance with all HII-TSD and Government policies and directives.

  • Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the job. An office work environment is normally encountered. May occasionally require working in an industrial or shipboard environment. Qualifications and Experience: Required:

  • Minimum of ten (10) years of full-time professional experience in Project Management and/or Systems Engineering. Three (3) of these years must have been full-time experience at the system level in any of the following areas: Senior level Engineering requirements definition, system design parameters, concepts operation, risk assessment, producibility studies / analyses, test and evaluation, post-delivery support; Project Management of complex engineering project requiring task effort monitoring through Cost Schedule and Deliverable status determination and skilled in Risk Mitigation practices

  • Knowledge of U.S. Navy surface ship combat systems and embedded training systems such as AN/USQ-T48 AN/USQ-T47 Trainer (TSSS), Control (DCTMS), Ship Trainer on of ships.

  • Experience with managing C4ISR shipboard projects of varying complexity

  • Experience in scheduling and identifying activities in accordance with 9090.310 as required for system upgrades/modifications, and new system installations.

  • Management of multiple work groups in more than one location.

  • Knowledge of ISO 9000, Navy Quality Management and Navy Standard Items.

  • Working knowledge of Navy Budget Cycle and process Project cost analysis.

  • Experience reviewing Project Cost Estimates for both Firm Fixed Price and Cost Reimbursable work and understand the differences.

  • Working knowledge of Navy Standard Installation Drawings and Bill of Materials.

  • Prior handling of employee personnel issues, performance reviews, new hire interviews and disciplinary actions.

  • Able to travel locally, domestically and internationally to support project performance reviews.

  • 10 years relevant (DoD/USN) experience with Bachelor's degree; OR 8 years relevant experience with Master's degree; OR an additional 4 years of specific job experience with a HS diploma may be substituted for the Bachelor's degree requirement for this job. This experience is in addition to the relevant years of experience listed with the job's experience requirements.

  • Travel up to 25% of the time. Preferred:

  • Previous experience interfacing with the NSWC and NAVSEA customers

  • Familiarity with Surface Force Readiness Manual (SFRM), Surface Force Exercise Manual (SFEM) and use of the Master Scheduling Program (MSP).

  • Familiarity with both shore and shipboard training exercises and FST distributed events.

  • Multiple tours on naval ships.

  • Familiarity with the Optimized Fleet Response Plan (OFRP), Fleet Response Training Plan (FRTP), and fleet training policy documents, including the Fleet Training Continuum (FTC).

  • Recent experience in FST events, naval exercises, and exercise/event planning. Security:

  • U.S. citizen with current DoD Secret Clearance is required.
