HII-MIS is currently seeking a dynamic Program Manager with in-depth experience in the Intelligence Community.

Duties and Responsibilities:

  • Serve as the primary interface with the Contracting Officer’s Representative (COR) and/or Contracting Officer’s Technical Representative (COTR).

  • Perform project managerial duties, which include but are not limited to, maintaining required staffing levels of qualified personnel and assuring the quality, content, and prompt delivery of all task and contractual deliverables

  • Ensure all approved requirements are completed correctly and with technical integrity, efficiently, and on time

  • Attend staff meetings representing the contractor support staff, providing requested input and remaining aware of situations requiring contractor actions to resolve.

  • Ensure all contractor personnel are appropriately cross-trained and will support with provision of coverage as required by the Government

  • Review required plans and reports providing comments and edits when necessary and submitting to the Government when due.

  • Observe subordinate personnel performance, providing counseling and guidance when necessary and conducting annual employee performance appraisals.

Qualifications and Experience:

Required:

  • A Bachelor’s degree in Engineering discipline preferably electrical, computer or communication or a related technical discipline, or the equivalent combination of education, technical certifications, training, and/or work experience.

  • Eight years’ experience (within the last 10 years) as a Project/Program Manager.

  • 10+ years of Operations Center experience in the Intelligence Community.

  • 5+ years managing a 24/7/365 Operation Center/Watch Office

  • Knowledge and experience in managing government contracts of similar size and scope with direct, relevant experience in each of the following areas:

  • Contract Project Management (contract status reporting, project reviews, deliverables, briefings, etc).

  • Contract Financial Management (monthly financial reports, estimates to complete, burn rates, etc.)

  • Contract recruiting/staffing

  • Contractor Staff and Performance Management

  • Working knowledge of the Intelligence Community

  • Direct relevant experience in one or more of the following

  • Data engineering & analytics

  • Emerging Technologies

  • System Architecture

  • System Integration

  • Strategic Planning

  • Portfolio Mgmt.

  • System Engineering

  • System Analyst

  • Investigative Research

  • Must be proficient in Microsoft Office applications.

Preferred:

  • Project Management Professional (PMP) certification or government equivalent

Security:

  • Active TS/SCI with Full Scope Polygraph
