HII-TSD, Integrated Mission Solutions Group (Camber Corporation) is currently seeking an Assistant Facility Security Officer (AFSO) to work out of either their Fairfax, VA or Huntsville, AL office. The Assistant Facility Security Officer (AFSO) will be responsible for administering all aspects of security integrated service functions for their assigned office. Must possess a broad knowledge of the National Industrial Security Program rules, regulations, and procedures. The position will report to the Corporate Security Manager on all tasks and interface with Defense Security Service (DSS) on security clearance matters, rulings, and interpretations of the National Industrial Security Program Operating Manual (NISPOM) and execution of all assigned classified contracts, as required.

Duties and Responsibilities (to include but not be limited to the following):

  • Full understanding and implementation of security program governance documentation e.g. policies, procedures, and Standard Practice Procedures (SPP) manuals

  • Support the maintenance of FCL documentation in e-FCL

  • Process outgoing visit authorizations for personnel assigned to contracts that require cleared access

  • Validate the personnel security clearance of new personnel. If required, initiate action for the proper investigation to be conducted.

  • Define, update, maintain and produce reports from JPAS (Joint Personnel Adjudication System) database – setting up e-Qips and SF-86 process

  • Administer Security Education/Training to personnel

  • Administer security education and awareness program so as to indoctrinate new personnel, advise personnel of the adverse effects to national security that could result from unauthorized disclosure, and of their personal, moral, and legal responsibility to protect classified information within their knowledge, possession or control.

  • Conduct briefing/debriefing of individuals requiring access as required.

  • Maintain an ongoing security education program, e.g. design updates to annual online training, publish security awareness notices, participate in Security Awareness venues

  • Administer processes to obtain and maintain Facility Clearance Levels (FCL) and Personnel Clearance Levels (PCL); performs maintenance of appropriate and accurate security folders

  • Responsible for DSS Security Vulnerability Assessments, security self-assessments Aid in development and dissemination of Insider Threat Awareness program as required by the NISPOM and Corporate Security Manager.

  • Advise personnel of their reporting requirements, both personal/administrative and compliance/incident-related reports

  • Prepare DD-254 documentation and appropriate security guidance for subcontractors

  • Prepare Facility Clearance (FCL) Sponsorship documentation for subcontractors requiring new FCLs

  • Prepare and authorize courier orders and cards

  • Conduct Pre-Foreign Travel and Post-Debriefings

  • Maintain access control systems including badging, access levels, visitor badges, and temporary badges.

  • Prepare and submit CAC Requests as required, following individual processes across multiple contracts

  • Coordinate and support corporate IT security policy development, definition, implementation, and execution especially with regards to Automated Information Systems (AIS) for classified information processing

  • Knowledge of NIST 800-171 and Risk Management Framework/NIST implementation at the corporate policy and requirements management level, especially where NIST 800-171 compliance impacts or interacts with corporate facility, personnel, and IS security

  • Serve as backup for Security Manager in all areas of security department, if necessary

Qualifications and Experience:


  • Bachelor's degree and minimum 2 years Security experience or equivalent combination of education and experience

  • Active DoD Secret Clearance

  • One must have good written communication, interpersonal, problem-solving, analytical, mathematical, and organizational skills. Ability to follow directions is a must. Applicants must be able to work well alone and as part of a team. U.S. Citizenship required.

  • Strong working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Access)

  • Working knowledge of National Industrial Security Operating Manual (NISPOM) JPAS, e-FCL, ISFD, e-QIP Working knowledge of SF-86, SF-312, DD-254, and other required forms.
