HII-Mission Driven Innovative Solutions Inc. is currently seeking a Vice President of Procurement & Government Property to direct the daily operation and lead the performance of the Subcontracts, Procurement, Government Property and Closeout staff establishing policies and procedures and managing staff in support of all new business and sustainment efforts.

Duties and Responsibilities (to include but not be limited to the following):

  • Lead the sustainment and continuous improvement of policies, practices, and procedures which are in accordance with federal, commercial, state/local, and/or international procurement regulations.

  • Must have great leadership skills and the willingness and ability to promote high quality customer service while growing and mentoring their team.

  • This individual will be the primary person responsible for maintaining the currently approved Contractor Purchasing System.

  • Lead, manage and mentor a team of subcontracts, purchasing, government property and closeout professionals at various experience levels in proposal preparation, subcontract negotiations, subcontract administration, and manage subcontracts for assigned programs, including planning, soliciting, negotiating, administering and executing proposals and subcontract agreements.

  • Develop and maintain professional and dependable relationships with both internal and external customers. Responsible for procurement compliance and Cost/Price Analysis and the review/signing of Non-Disclosure Agreements.

  • Assist in planning, developing, and executing corporate training and organizational development plan for Procurement personnel.

Qualifications and Experience:

Required-

  • Bachelor's Degree in related discipline and 15 years or more of directly related work experience preferably in a government contracting environment.

  • U.S. Citizenship is required.

  • Knowledge of the FAR and DFAR regulations and the nature of flow down requirements.

  • Knowledge of Government Property regulations.

  • Strong working experience generating, negotiating and executing major complex subcontracts.

  • Strong experience managing Subcontracts and/or Procurement team.

  • Experience leading major procurement efforts in a Department of Defense (DOD) contracting environment.

  • Experience working with DCMA / DCAA on prime contract / subcontract close outs

  • Proficient with Microsoft Office Suite (Microsoft Excel, Word, and Outlook).

  • Ability to motivate, mentor and manage personnel.

  • Complete knowledge of CPSR audits and requirements and have lead a successful CPSR.

  • Understanding of the role of subcontractors in complex industries.

  • Ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles.

  • Comprehensive understanding of subcontractor solicitations and bid analysis/process.

  • Experience identifying/assessing Risks & Opportunities throughout the duration of the program.

  • Excellent verbal and written communication skills.

  • Excellent time management/organization skills.

  • Ability to create win-win solutions; a “make it happen” attitude.

  • Ability to develop and implement organizational changes as required to meet an ever dynamic changing environment.

  • Ability to work closely with Program managers Contracts, Finance, Project Managers, and various Compliance Teams (proposal compliance and procurement compliance) as well as internal Program Management Teams.

  • Ability to pass a DCMA property audit

  • Ability to pass a DCMA small business audit

  • Understanding of SOX compliance

Preferred –

  • Drive and desire for continuous improvement.

  • Well versed with CostPoint system.

  • Relationship management (develop, cultivate and maintain)

  • Cost Analysis experience

Security:

  • Ability to hold a Secret Security clearance, Top Secret preferred.
