HII - MIS is currently seeking a Subcontracts Manager to work out of their Huntsville, AL office. This role is responsible for leading a team in support of cradle- to-grave subcontract administration and management for all pre-award and post-award subcontracting actions with a focus on preparing and negotiating agreements (e.g. NDAs, teaming agreements, subcontract agreements), reviewing prime contract requirements in order to develop appropriate subcontractor flow-downs, identify proposal subcontracting compliance elements to ensure requirements are adequately addressed and conducting negotiations with subcontractors. The individual will be responsible for day to day subcontract duties in support of a Business Unit to include support of proposals, issuance of new subcontracts, modifications, coordinating the issuance of purchase orders, resolving subcontract at-risk and funding issues, evaluating performance issues and maintaining subcontractor file documentation to ensure compliance to CPSR and SOX requirements. The selected candidate will have a general understanding of the business unit line of business and an appreciation of the financial/analytical issues of profit and loss. Responsibilities also include managing, supervising, planning and organizing the activities of the assigned subcontract staff.

A primary objective will be to work collaboratively with internal business leaders (e.g. Business Unit General Managers, Program Managers, Business Development, Contract Administrators, Pricing, Project Control Analysts, etc.) on pre & Post-award subcontracting actions in order to capture business requirements, provide market analysis, and develop sourcing strategies & plans to deliver best in class value to the organization.

Duties and Responsibilities (to include but not be limited to the following):

  • Lead and manage a team of subcontract administrators and buyers and provide mentoring and training to the assigned staff in cradle-to-grave subcontract management.

  • Supervise, develop and manage staff including setting goals and objectives, and assisting staff in meeting those goals and objectives.

  • Build strong relationships with internal business owners to understand business objectives and understanding of requirements to support proposals and manage subcontract performance.

  • Ability to find solutions to business needs within the confines of a CPSR approved system.

  • Build strong relationships with internal business operations functions to support the business as part of an integrated team.

  • Use a risk-based approach to developing sourcing strategies and negotiating contract language.

  • Prepares subcontracting agreements and related documents, including facilitation and/or support of negotiations and execution of contact documents.

  • Obtains proper approvals from Legal, Compliance, IT, Security, the requesting business area and any other internal stakeholders as may be warranted for each contract.

  • Proactively monitors and manages expiring contracts to ensure a lapse in contract coverage does not occur.Must be able to mentor their team to do the same.

  • Builds and maintains external vendor relationships for key subcontractors.

  • Provide input to Strategic Sourcing policies and procedures.

  • Respond to contract audit reviews to satisfy reporting requirements.

Qualifications and Experience:


  • BA/BS Degree in Business Administration

  • 10+ years of relevant experience in procurement and subcontract administration with contractors to the federal government

  • Knowledge of Federal Acquisition Regulations (FAR), DFARs, GSA Schedules and IDIQ vehicles as well as applicable procurement laws and regulations

  • Strong relationship building and management experience

  • Excellent time management, organizational and prioritization skills

  • Positive approach toward business management with flexibility and willingness to try new tasks/assignments

  • Ability to manage multiple stakeholders and competing priorities

  • Ability to manage multiple tasks simultaneously

  • Strong interpersonal and written/verbal communication skills

  • Demonstrated time management skills

  • Willingness to work under time pressure and meet deadlines

  • Ability to travel up to 25% on an as needed basis

Preferred –

  • Strong knowledge of CostPoint is highly desired


  • Active Security Clearance a plus
