HII-TSD, Integrated Mission Solutions Group (Camber Corporation) is currently seeking a Senior Enterprise Architect to support the U-2 Intelligence, Surveillance, Reconnaissance (ISR) Mission Planning Cell (MPC) program to work out of Beale Air Force Base, California with travel to other continental United States (CONUS) or overseas (OCONUS) locations as directed by the 99thReconnaissance Squadron Commander (99 RS/CC).

The U2 ISR MPC Senior Enterprise Architect (SEA) shall provide analytical, advisory, technical expertise and analysis to U-2 MPC and 99 RS activities. This position resides within the U-2 Research & Development Laboratory and is responsible for supporting the Director for Infrastructure. The contractor is responsible for devising, designing, developing, and fielding technologies to ensure continuity of global MPC connectivity in both permissive and denied communications environments . The SEA will provide on-site support to MPC initiatives including, but not limited to: End User Devices, data migration strategies, unified capabilities, Cloud technologies, Common Operating Environment (COE), Enterprise level Technical Architecture design, development to provide guidance for the refinement of reference models, and program specific technical architectures. The SEA will use the DoD Architecture Framework (DODAF). The SEA will use other applicable industry frameworks/standards to document and portray current/target customer systems and processes in order to meet mission objectives.

Duties and Responsibilities (to include but not be limited to the following):

  • Senior level individual contributor technologist role and Chief Enterprise Architect.

  • Contribute to the formulation of architecture approaches to specific MPC development initiatives. Work in concert with the Senior Data Architect to devise, design, develop, and field technologies to ensure continuity of global MPC connectivity in both permissive and denied communications environments.

  • Participates in high-level of collaboration and coordination with other architecture entities across the 9 RW, the United States Air Force, and the Department of Defense.

  • Assigned complex projects that require cross-functional consultations across the organization.

  • Provide mentorship to MPC and 99 RS team members as required.

  • Keep current with trends and technological innovations within the industry and make appropriate development recommendations as required.

  • Provide technical assistance for existing systems as well as new system projects. Provide formal skills development training and informal mentoring to other employees.

  • Lead collaborations with Development, Maintenance, and Planning teams to review conflicts/gaps between functional goals and existing capabilities.

  • Develop and document best practices for code development, version control, test automation and build automation.

  • Collaborate with Development and Maintenance teams to review project code trees for compliance with best practices for code development, version control, test automation and build automation.

  • Participate in enterprise project prioritization planning with MPC management.

  • Create enterprise level strategic and technology solutions and work with technical specialists to devise and define strategic solutions.

  • Maintain expert-level knowledge of applications, process modeling, and architecture tools.

  • Collaborates across the enterprise at all levels to align the long-term technology and applications strategy with long-term MPC and/or 99 RS strategies.

  • Demonstrate the ability to understand government expectations and partners with technology for desired results.

  • Utilizes strategic long-term vision in partnering and technology opportunities to meet MPC objectives.

  • Align strategic and technological goals with capabilities and services articulated through processes and supported through technology solutions.

  • Understands and map customer strategic goals to the system, performance, technical and business reference model of the segment architecture supporting the lines of business.

  • Determine and recommend architectural, IT, or process solutions and research and develop other architecture related documents and plans.

  • Research, develop, document, and analyze enterprise to identify mission capability gaps, overlaps, and shortfalls. Prepare and publish formal architecture document, produce architecture development plans and reports, and presents staff actions to customers (e.g., white papers, briefings, etc.).

  • Work with functional subject matter experts to collect and describe operational and system processes, nodes, activities, associated inputs, controls, outputs, and mechanisms.

  • Search, develop, document, and analyze enterprise, operational, and system architectures. Maintain a current archive of all system architectures.

  • Evaluate existing systems to determine effectiveness and relevance to architectural requirements.

  • Collaborate to understand specific system requirements to select appropriate design solutions or ensure the compatibility of system components.

  • Cultivate and maintain critical working relationships with a variety of stakeholders, including senior managers, and technical experts.

  • Actively participate in multiple, concurrent working groups and disseminate information across all levels of the organization.

  • Coordinate and deliver staff support.

  • Adjust rapidly to shifts in priorities and manage multiple tasks simultaneously that may include staff support relating to current operations.

  • Provide high-level architectural expertise to managers and technical staff.

  • Advise on selection of technological solutions with regards to processing, data storage, data access, and applications development.

Qualifications and Experience:

General Required Qualifications-

  • Be a U.S. citizen.

  • Maintain a current passport throughout the Period of Performance for this TO.

  • Obtain all entry/exit visas for countries as required for work performance.

  • Pass a standard physical examination that includes, at a minimum: medical history, height, weight, blood pressure, HIV antibody, and chest x-ray.

  • Be physically capable of performing tasks outlined in Duties and Responsibilities Section above.

  • Have all required immunizations prior to OCONUS travel.

  • Comply with all security requirements as outlined the contract Statement of Work (SOW).

  • Be willing and able to work in a demanding, high-stress environment.

Specific Required Qualifications-

  • Bachelor's degree(with 5 years relevant work experience) or Master’s Degree (with 3 years relevant work experience) in a related technical field.

  • Significant technical experience in enterprise architecture.

  • Enterprise Architecture Certification (FEAC or other certifying body).

  • Bachelor Degree in a computer science, information system, a physical science, engineering, mathematics intensive discipline, or major field of study which is closely related to the scope of work.

  • Expert knowledge of applicable programming languages necessary to affect task requirements.

  • Proven delivery of architecture and design of highly-scalable architecture platforms.

  • Demonstrated experience with enterprise architecture design.

  • Experience in vendor product evaluation and recommendations for possible adoption.

Desired Qualifications-

  • Eight (8) year’s minimum technical experience in enterprise architecture.

  • Ph.D in a related technical field.

  • ITIL Foundation Certification.

  • ITIL v3 Certification.

  • PMP Certification.

  • Demonstrated intimate knowledge of AF DCGS, CMCC, ETP or similar ISR communities.

  • Experience characterizing data in an Enterprise Information Technology system.

  • Experience establishing an enterprise strategy to handling data - Ability to work with subject matter experts to ensure data strategy supports a state of the art ISR system.

  • Strong understanding of the advantages/disadvantages of standard relational databases, non-relational databases, distributed file systems, network based file systems, and high-performance computing systems.

  • Strong understanding of the problems/solutions related to moving large files quickly over long distance WAN links.

  • Strong understanding of moving small data packets in NRT over long distance WAN links.

  • Strong understanding of the problems/solutions related to moving NRT video over long distance WAN link.

  • Full development lifecycle expertise and leadership skills.

  • Experience involving: Modeling and Presentation.
