HII-MIS is currently seeking a Senior Technical Director to support the U-2 Intelligence, Surveillance, Reconnaissance (ISR) Mission Planning Cell (MPC) program to work out of Beale Air Force Base, California with possible travel to other continental United States (CONUS) or overseas (OCONUS) locations as directed by the 99thReconnaissance Squadron Commander (99 RS/CC).
The U2 ISR MPC Senior Technical Director shall provide analytical, advisory, management, technical, and functional support to accomplish all assigned tasks and subtasks. The Senior Technical Director is responsible managing all aspects of the U-2 Research & Development Laboratory (U-2 Lab) and is supervised by the Program Manager . The Senior Technical Director will manage all directorates within the U-2 Lab and has senior supervisory/developmental responsibilities. The Senior Technical Director will manage one or more concurrent projects or programs and supervises professional and technical personnel performing in their respective disciplines. The Senior Technical Director will develop and maintain an integrated program schedule to achieve initiatives & objectives defined by management. The Senior Technical Director will aggressively pursue all lines of effort to stated objectives and desired end-states. The Senior Technical Director will be experienced in management or implementation of laboratories or complex programs involving operations, technology innovations, business operations, program management, software engineering, design engineering, system integration, digital imaging, telecommunications, and/or telecommunications infrastructure technologies.
Duties and Responsibilities (to include but not be limited to the following):
Ensure all electronic technical data, regulations, and instructions are current on all electronic systems and physical storage locations.
Provide analytical, advisory, and technical support to the Squadron Commander.
Identify, communicate, and resolve/recommend solutions to known program and/or technical deficiencies.
Attend meetings as directed by the Squadron Commander.
Maintain NIPR and SIPR accounts throughout the contract Period of Performance.
Provide input to the Squadron Commander relating to accomplishments and challenges in performance of all required tasks/subtasks.
Maintain strict adherence to all published instruction, guidance, and regulations.
Security Management: Comply with and enforce National, Department of Defense (DoD), and Air Force security policies and directives, including: (1) both verbal and written reporting procedures; (2) deterrence, detection, isolation, containment, and recovery from information system and network security intrusions.
Passportand VISA Requirements: All Contractor personnel shall be deployment eligible and may be required to travel outside the continental United States. Deployment eligible personnel shall be required to obtain and maintain a valid US Passport. VISA requirements shall be determined by State Department for each location. Contractor Personnel in a TDY status require a minimum a 120-day VISA unless limited by country of entry.< >of Forces Agreement: The contractor is responsible for obtaining all necessary legal advice concerning the content, meaning, application, etc., of any applicable SOFAs and/or similar agreements. The SETA Analyst shall adhere to all relevant provisions of the applicable SOFA's and other similar related agreements. The contractor is responsible for providing the government with required documentation to acquire invited contractor or technical expert status, if required by SOFA.
Manage multiple, concurrent technical programs and project teams. Acts as a technical liaison with vendors. Trains and supervises personnel.Mentor junior colleagues by providing career development goals, meeting regularly, writing and deliver semi-annual reviews, and advocating for their career advancement
Assists in proposal process and coordinates with Pricing Department when required. Responsible for all phases of the program budget.
Performs analysis for contract reviews with various software.
Develops Quality Assurance Programs for all products and services.
Prepare Staffing Plans (including skill and labor mix) to support contract operations.May be responsible for recruiting, interviewing, and hiring staff and provide technical direction as necessary to complete tasks.
Monitor contract, subcontract, and funding; prepare forecasts of program financial performance. Develop and deliver required contract, departmental, project and/or financial reports.Develop operating budgets and report/assess financial information.
Maintain a working knowledge of all disciplines represented within the U-2 Lab.
Interact with technical staff and vendors both within and outside the DoD.
Conduct independent research in support of defined U-2 Lab initiatives/objectives.
Oversee all aspects of the Software Development Life Cycle (SDLC) including estimation, sprint planning, requirements gathering, architecting, developing, testing, issue/risk management, change control and delivery.
Diagnose complex technical and business problems and implement creative solutions.
Architect IT solutions across a variety of technologies including: Custom web/mobile development, Cloud Solutions, Business Intelligence, Data warehousing, AI/ML/NLP, and IT strategy & program management.
Understand and maintain an awareness of legal and professional agreements affecting the U-2 Lab.
Build and maintain a strong professional network in support of current and future U-2 Lab initiatives.
Lead and participate in continuous learning, personal and professional development, and team building efforts.
Qualifications and Experience:
General Required Qualifications-
U.S. citizenship required
Maintain a current passport
Obtain all entry/exit visas for countries as required for work performance.
Pass a standard physical examination that includes, at a minimum: medical history, height, weight, blood pressure, HIV antibody, and chest x-ray.
Be physically capable of performing tasks outlined in Duties and Responsibilities Section above.
Have all required immunizations prior to OCONUS travel.
Comply with all security requirements as outlined the contract Statement of Work (SOW).
Be able and willing to work in a demanding, high-stress environment.
Specific Required Qualifications-
PhD in Computer Science, Electrical Engineering, Systems Engineering, or similar technical field of study.
Extensive engineering experience with focus in connected devices, system and IoT
Significant leadership experience
Product development expertise, from technology exploration, idea generation to product launch
Competence to convey subtle or complex messages clearly, as appropriate for the topic and audience
Strategic thinking and effective management implementation on complex projects
Proven track record of successful cross functional experiences
Ability to consistently make timely decisions and balancing systematic analysis with decisiveness in the face of complexity
Proven ability to apply a wide range of concepts, techniques and practices to carry out broad laboratory objectives.
Established ability to evaluate and produce reliable results, problem-solve and trouble shoot complex problems.
Demonstrated well-developed leadership and personnel management skills.
MBA or relevant business experience.
Project management certification(s).
Knowledge of Command & Control (C2) schema.
Knowledge of Multi-Domain Command and Control, Cross-Domain, Open Mission Systems, machine-to-machine, and/or Internet of Things.
Knowledge of fused intelligence products and programs.
Knowledge of organizational theory.
Experience with scheduling, budgeting, and reporting.
Experience with OMS compliance of existing and developmental sensors.
Experience with net-centric AF ISR enterprise.
