HII-TSD, Integrated Mission Solutions Group (Camber Corporation) is currently seeking an Information Technology Lead to support the U-2 Intelligence, Surveillance, Reconnaissance (ISR) Mission Planning Cell (MPC) program to work out of Beale Air Force Base, California with periodic travel to other continental United States (CONUS) or overseas (OCONUS) locations as directed by the 99thReconnaissance Squadron Commander (99 RS/CC).
The U2 ISR MPC Information Technology (IT) Lead shall provide analytical, advisory, technical expertise and analysis to U-2 MPC and 99 RS activities. The Information Technology Lead is primarily responsible for installation, maintenance, upgrades, and security compliance of MPC information technology as well as to ensure 24/7/365 uninterrupted operations in support of global U-2 missions. The Information Technology Lead will also hold a development position within the U-2 Research & Development Laboratory and support the Director for Software in the design, development, fielding, and modifications to future MPC systems/architectures. The contractor will be engaged in all aspects of supporting and administering a mixed Windows and UNIX server and desktop environment, with a variety of different storage technologies/methodologies. Duties include: Setting up Program Work Environments (PWEs), integrating new capabilities into existing environments, refreshing hardware and software, troubleshooting complex problems, and ensuring 24/7/365 continuity of MPC information technology in support of on-going global U-2 operations. The contractor will also participate in leading critical Mission/Focus Area projects, fostering innovation and best practices, technical mentoring of Program Execution technical staff, and providing emergency technical support throughout the MPC and the 99 RS. The contractor’s responsibilities will cross technical and leadership spectrums. The contractor will be able to demonstrate great technical breadth and depth in serving as the technical point-of-contact for assigned Mission/Focus Areas. The Technical Lead will need to communicate effectively and influence those within and outside the organization. The Technical Lead will collaborate with leadership to drive understanding, adoption, and consistency in the utilization of best practices, automation, and technology. Aside from regular engagement in support of new and existing Program Work Environments (PWEs), the Technical Lead will work with leadership on the design, development, and integration of IT solutions with the MPC’s deliverable products
Duties and Responsibilities (to include but not be limited to the following):
Ensure Information Technology (‘IT’) support for 24/7/365 MPC operations.
Ensure all electronic technical data, regulations, and instructions are current on all electronic systems and physical storage locations.
Provide analytical, advisory, and technical support to 99 RS/CC and MPCC.
Assist MPC project management efforts to improve MPC integration into the ISR system and communication architectures.
Analyze and evaluate MPC mission planning software, software tools, and associated support systems to recommend changes and upgrades to maximize efficiency and effectiveness.
Identify, communicate, and resolve/recommend solutions to known and/or technical deficiencies.
Research, identify, and/or innovate technologies, processes, and/or procedures for implementation in MPC operations.
Attend meetings as directed by the 99 RS/CC and MPCC.
Represent the 99 RS/CC and MPCC at working groups as a recognized subject matter expert (‘SME’) on MPC technologies and capabilities.
Maintain NIPR, SIPR, and JWICS accounts.
Provide input to the 99 RS/CC and MPCC regarding accomplishments/challenges in performing required tasks/subtasks.
Assist in the maintenance and integration of new technologies introduced to the MPC.
Security Management: Comply with and enforce National, Department of Defense (DoD), and Air Force security policies and directives, including: (1) both verbal and written reporting procedures; (2) deterrence, detection, isolation, containment, and recovery from information system and network security intrusions.
Support quality assurance activities for web-based and mobile software, products, and programs. Provide support with the analysis, design, programming, and testing of solutions. Ensure software and program defects are tracked and summarized for MPC management. Participate in the development of technical approaches and new or enhanced technical tools. Champion code quality and coding standards. Provide accurate estimates.Analyze the technical debt and identify ways to address the gaps and implement solutions.
Participates in teaching and training members of work team. Provide strategic guidance around technology stack, data analytics, continuous integration, process improvements/automation, and agile process.
Continually evaluate new and emerging concepts to drive recommendations for MPC leadership.
Delivers architecture reference models aligned with the needs of different mission area.
Forms effective execution business relationships.
Fosters an open culture of collaboration and innovation within the team and with other functions.Develop/disseminate best practices and solutions.
Develop requirements for detailed system design in C-CS and infrastructure technologies, including: server operating systems, server hardware, computer systems, enterprise-class storage, physical and virtual network components, VMware-based virtualization, and encryption.
Provide UNIX/Windows system administration.
Provide analytical and advisory support in the development and direction of strategic hardware, software, and infrastructure systems planning efforts for the U-2 MPC.
Analyze/evaluate MPC and associated support systems and networks to recommend changes and upgrades to MPC and 99 RS leadership to maximize weapon system efficiency and effectiveness.
Provide system administration of SharePoint, Intelink, and other mission essential software.
Monitor bandwidth into/out of MPC. Alert MPCC or 99 RS/CC to deviations from expected MPC bandwidth. Analyze/evaluate recommendations to increase/augment additional data capacity to/from MPC.
Monitor, troubleshoot, and maintain network switching equipment .
Maintain equipment associated with MPC line-of-site and beyond-line-of-site links.
Monitor, troubleshoot, and maintain cryptology systems and ensure compliance with regulatory requirements.
Monitor regulatory compliance for all MPC hardware, software, and network infrastructure.
Maintain MPC video teleconference and associated audio visual equipment.
Perform basic configuration management and initial system diagnostics on desktop computers, laptops, operating systems, and productivity software.
Evaluate and recommend changes to current/future network requirements to meet MPC needs.
Provide analytical, technical, functional and management support by coordinating and troubleshooting logistical issues and plans sustaining MPC continued mission support activities.
Network Management: Perform daily network management, control, and administration of information flow in Network Management (NM), Help Desk (HD), Information Protection Operations (IPO), and Network Administration (NA). Oversee network configuration, faults, performances, and security management through HD, IPO, and NA functions.
Configuration Management: Support installation and management of hardware/software at the operating system level.
Security Management: Follow national, Department of Defense (DoD), and Air Force security policies and directives both verbal and written reports for non- compliance issues.
Identify and characterize incidents and generates incident reports regarding suspicious network activity.
Categorize, isolate, and resolve network problems on NIPR, SIPR and JWICS networks.
Process and advocate scheduled and authorized network outages occur around mission needs. Implement service restoral plans, coordinate corrective actions, and submit outage reports in response to unscheduled outages. Develop and implement mitigation strategies to ensure continued service of required IT equipment and network resources.
Maintain IT Equipment inventory rosters.
Support the design, maintenance, and update of locally developed, MPCC-Approved, MS (Word/Access/Excel/Project, or other programs as required) based computer database programs and local forms.
Create and manage SIPR/NIPR accounts. Coordinate with the 548 ISR Group to create JWICS accounts.
Ensure Technical Orders and supporting software are sent to Forward Operating Locations as required.
Subtasks – Information Technology Lead AFMSS Specific – For the duration of any period to which the Air Force Mission Support System (AFMSS) is employed by the MPC, then the following duties will apply:
Provide Air Force Mission Support System (AFMSS) Administration Support: Provide system administration support to include build up/tear down of AFMSS hardware, installation and maintenance of mission planning and associated software and databases, including: Digital Aeronautical Flight Information File (DAFIF); Chart Information Chart Update (CICU); and 24/7/365 maintenance of these systems.
Provide technical expertise to resolve mission planning software/hardware problems for all U-2 operating locations, both CONUS and OCONUS.
Load, backup and restore mission planning databases monthly.
Transfer navigation plans and databases via appropriate media.
Prepare AFMSS and laptop mission planning systems for deployment.Maintain knowledge in supply procedures to cover resupply of consumables and replacements of AFMSS and PC parts.
Maintain a technical order distribution plan to keep all operating locations current in required AFMSS support products.
Contractor Mission Planners shall attend Air Force Mission Support System (AMFSS) System Administrator training at Beale AFB, CA within 180 days of employment.
Upgrade AFMSS systems: Install system upgrades at each overseas location when necessary, but not more than once annually.
Qualifications and Experience:
General Required Qualifications-
Be a U.S. citizen.
Maintain a current passport throughout the Period of Performance for this TO.
Obtain all entry/exit visas for countries as required for work performance.
Pass a standard physical examination that includes, at a minimum: medical history, height, weight, blood pressure, HIV antibody, and chest x-ray.
Be physically capable of performing tasks outlined in Duties and Responsibilities Section above.
Have all required immunizations prior to OCONUS travel.
Comply with all security requirements as outlined the contract Statement of Work (SOW).
Be willing and able to work in a demanding, high-stress environment.
Specific Required Qualifications-
Access to DoD Information Systems will be required to perform contract duties. At the time of contract award, the contractor must possess a valid, current certification in accordance with DoD 8570.01-M. The certification must be CISSP (or higher) and must be maintained throughout the contract Period of Performance of this TO.
Proven track record of developing/fielding new and/or innovative Information Technology (IT) concepts.
Significant technical leadership experience associated with a large, complex development program.
Strong background in architecting solutions and systems integration.
Strong hardware/software troubleshooting skills.
Experience with developing plans to ensure deployment, installation, and upgrades of products within required timelines and resource allocations over multiple geographic sites.
Ability to act as the IT SME for technical solutions and problem management.
Familiarity with Government security controls, including, but not limited to: Risk-Management Framework (RMF) and Defense Acquisition Regulations System (DFARS) processes.
Experience developing requirements for detailed system design in infrastructure technologies including server operating systems, server hardware, computer systems, enterprise-class storage, physical and virtual network components, VMware-based virtualization, and encryption.
Thorough understanding and experience designing and supporting Protection Level 2 and beyond Information Systems with specific focus on required security controls and shared infrastructure capabilities.
Strong understanding of Windows and UNIX/Unix operating systems, associated technologies, and interoperability.
Candidate must have the ability to clearly articulate complex ideas, processes, and technical data in written, graphical, and verbal mediums to technical and non-technical audience.
Candidate must be an innovative and strategic thinker.
Strong analytical and problem determination/resolution skills.
Previous management or supervisory experience.
Master's Degree or Ph.D.
Familiarity with program management processes, proven track-record of adherence to cost and schedule, and ability to team effectively, including that of suppliers, contractors, and other organizations.
Responsible governance strategy and processes for data quality, accuracy and control.
Experience with a variety of information architecture components such as Mobile Device Management (MDM), data warehousing, data quality, business intelligence, metadata management, content management, etc.
High level of proficiency with SQL Server, Oracle, and/or DB2 database preferred.
Experience with Java/.Net programming.
Recent proposal experience in the development of requirements and estimates.
Requires the ability to effectively interact with external personnel on significant technical matters often requiring coordination between organizations and vendors.
In-depth understanding of Microsoft Active Directory, Group Policy, Dynamic Host Configuration Protocol (DHCP), Domain Name System (DNS), Exchange, Lync, and Symantec NetBackup and Backup Exec.
