HII-TSD, Integrated Mission Solutions Group (Camber Corporation) is currently seeking a High Altitude Intelligence Surveillance and Reconnaissance (HAISR) Systems Employment Specialist to support the U-2 ISR Mission Planning Cell (MPC) support program to work out of Beale Air Force Base, California with travel to other continental United States (CONUS) and overseas (OCONUS) locations as directed by the 99thReconnaissance Squadron Commander (99 RS/CC).

The HAISR Systems Employment Specialist is responsible for providing analytical, advisory, technical expertise and analysis to U-2 MPC and 99 RS activities. This position resides within the U-2 Research & Development Laboratory and is responsible for supporting the Director for Systems. The contractor shall primarily act as a Subject Matter Expert (SME) in the development and/or revision of U-2 and MPC-specific Air Force Instructions, doctrine, tactics, syllabi, unit publications, technical orders, and other forms of written guidance and regulations. On a non-interference basis with their primary duties, the contractor will assist 9 Operations Support Squadron (OSS/OSK) with daily operations.

Duties and Responsibilities (to include but not be limited to the following):

  • Provide analytical and technical assistance in development and/or revision of U-2 and MPC-specific Air Force Instructions, doctrine, tactics, syllabi, unit publications, technical orders, and other forms of written guidance and regulations.

  • Attend meetings, conferences, or other events relevant to 9 OSS/OSK objectives with higher headquarters, lateral staffs, other external agencies, 9 RW units (to include forward operating locations) and supporting contractors.

  • Track and monitor MQT/IUT mission training requirements and courseware materials.

  • Prepare and submit recommended changes to MQT/IUT mission training requirements and courseware materials.

  • Attend recurring MQT/IUT material review boards.

  • Provide specialized U-2, MPC, and other HAISR employment subject matter expertise.

  • Maintain expertise knowledge levels of mission systems/operations in the following areas: Imagery Intelligence (IMINT) and sensors; Signals Intelligence (SIGINT) and sensors; Moving intelligence (MOVINT) and sensors; datalink operations/supporting architectures; Information Operations/Electronic Warfare; Combat Air Forces and Joint Forces operations; Global-integrated ISR planning/execution; Distributed Common Ground Station (DCGS) operations.

  • Review and recommend revision of applicable U-2 and MPC-specific Air Force Instructions, doctrine, tactics, syllabi, unit publications, technical orders, and other forms of written guidance and regulations – to include briefings and scenarios.

  • Assist in unit aircrew verification/certification programs.

  • Provide analytical, advisory, technical expertise and analysis support to HAISR exercise, test and operations coordination.

  • Interface with higher headquarters, lateral staffs, other external agencies and 9 RW units to coordinate shared requirements for training, tests, exercises and contingencies.

  • Travel in accordance with Table 3 and participate in conferences to support tactics development and dissemination requirements, to include the Combat Air Forces Tactics Review Board (CAF TRB), ACC Weapons & Tactics Conference (WEPTAC), Air Force Tactics, Techniques & Procedures (AFTTP) 3-1.U-2 and AFTTP3-1.RQ-4 Working Groups.

  • Attend local events in support of 9 OSS/OSK objectives, to include: Annual 9 RW Tactics Review Board (TRB); and weekly 9 RW Unified Collection Requirements Committee (UCRC).

  • Assist with the timely dissemination of tactical and intelligence information to applicable HAISR personnel.

  • Provide assistance in the maintenance of 9 OSS/OSK data file management, to include its tactics library, SharePoint website, and 9 OG exercise after-action report archive.

Qualifications and Experience:

General Required Qualifications-

  • U.S. citizenship required

  • Maintain a current passport throughout the Period of Performance for this TO.

  • Obtain all entry/exit visas for countries as required for work performance.

  • Pass a standard physical examination that includes, at a minimum: medical history, height, weight, blood pressure, HIV antibody, and chest x-ray.

  • Be physically capable of performing tasks outlined in Duties and Responsibilities Section above.

  • Have all required immunizations prior to OCONUS travel.

  • Comply with all security requirements as outlined the contract Statement of Work (SOW).

  • Ability and willingness to work in a demanding, high-stress environment.

Specific Required Qualifications-

  • Four year college (BA/BS) graduate.

  • Minimum of (3) years’ experience with DoD ISR programs with an in-depth knowledge of ISR aircraft; sensors; data links; tasking; and national intelligence collection systems, products, and methods of dissemination.

  • Minimum of (3) years’ experience with sensitive reconnaissance operations (SRO).

  • At least (1) specialist must have hall have previous experience as a rated instructor (Air Force Specialty Code “K” prefix or other Department of Defense equivalent) with a minimum of 500 flying hours in the one of the following platforms: U-2/ RQ-4 (desired) or E-8, EC-130, MC-12, MQ-1, MQ-9, P-3, RC-135, or RQ-170.

  • At least (1) specialist must have (3) years minimum of operational experience within an airborne ISR mission area specializing in IMINT sensor employment.

  • At least (1) specialist must have (3) years minimum of operational experience within an airborne ISR mission area specializing in SIGINT sensor employment

Desired Qualifications-

  • MBA or Advanced Technical Degree preferred.

  • Graduate of USAF Weapons School or comparably competitive program.

  • Experience as a Rated Evaluator, Instructor, or comparable flight experience.

  • Experience with USAF airborne ISR programs.

  • Experience with Multi-Domain Command & Control.

  • Experience with USAF Space assets, tactics/techniques/procedures, operations, and/or command and control.

  • US Citizenship required

  • The selected applicant will be subject to a security investigation and must meet eligibility requirements for access to classified information

  • All candidates will be subject to a pre-employment background investigation and drug screening per HII requirements

  • Must have a Top Secret and NATO Secret clearance and be SCI-eligible
