Outside Plant Information Systems Engineer


  • The selected applicants will be subject to a security investigation and must meet eligibility requirements for access to classified information.

  • Active secret security clearance

  • Bachelor’s Degree in Computer Science, Engineering, or a related technical discipline.

  • Minimum of five years’ experience with designing and developing engineering functions to support information systems and implementation of outside plant cable distribution systems (duct, direct buried and aerial), cable termination systems, main distribution frames, building distribution frames, fiber optics terminating systems, fiber optics cable systems (single and multimode fiber cable), copper cable systems, coax cable distribution systems, encrypted cable transmissions systems, protected distribution systems, Channel Service Unit (CSU)/Data Service Unit (DSU) cable transmissions systems, xDSL based cable transmissions systems, and testing and troubleshooting any problems relating to all cabling discussed.

  • Able to lift 50 pounds, sit, climb, balance, stoop, kneel, crouch, and crawl

  • Experience in information technologies performing information systems engineering to translate the functional requirements and performance objectives into design criteria and specifications for the individual elements and subsystems that will make up that system.

  • Valid driver’s license required

  • Receptive to working in all weather conditions for extended periods of time

  • Extensive travel required specifically throughout SWA and Afghanistan

Job Duties :

  • Perform system design and development engineering functions to support the engineering and acquisition of information systems including the following - buried duct systems, copper cable distribution, fiber optics cable distribution, man-hole systems, hand-hole systems, aerial cable distribution, telecommunications pole systems, signal grounding systems, lightning protection systems, main cable distribution frames, building cable distribution frames, overall cable plant designs, protected distribution systems, cable splicing and termination, and horizontal distribution

  • Conduct pre and post site surveys of E&I projects and provide written and or verbal input and engineering guidance.

  • Manages the daily operations of the outside fiber plant to include engineering, permitting, contracting, designing and maintenance of new building adds and existing fiber facility relocations.

  • Responsible for design and development of complex outside plant (OSP) equipment installations, modifications and upgrades.

  • Maintains fiber splice records, network topography records and fiber mapping and as-builts in corporate inventory systems.

  • Maintains the security of the outside fiber plant (OSP) network, either aerial and/or underground, throughout area of responsibility by managing cable location, by locating contractors and initiating protection activities.

  • Utilizes a variety of systems for the processing and reporting of work activities, inventorying OSP facilities, documentation of projects and managing various budgets to include but not limited to new construction and route maintenance/protection.

  • Works closely with the customer and other third-party vendors, completes fiber verification requests, project estimations, designs, bids, permits and manages construction of new building adds.

  • Monitors infrastructure builds and reviews/punch lists and approves work meets industry construction standards.

  • Prepares project timelines, prepares and track budgets and provides detailed weekly status reports.

  • Obtains value added contractors/subcontractors for engineering, permitting and construction of OSP infrastructure.

  • Maintains fiber splice records, network topography records and fiber mapping.

  • Directs emergency restoration and mitigation activities required for the OSP network including fiber optic damages, natural disasters, power failures and other events.

  • Provides on the job divisional training to employees and brigade support personnel to ensure the proper method and procedures of facility protection and maintenance are followed including use of locating equipment, use of Optical Time Domain Reflectometers (OTDR) and troubleshooting tone generation/reception in field.
