Description


Minimum Qualifications: Requires ten years experience in emergency management, planning, or related fields. Requires experience in developing emergency operations plans, operational plans, and SOPs at the federal, state, and/or local levels. Outstanding written and verbal communications skills required.

Job Duties: Develop enterprise wide documents, plans, and SOPs to support installation and regional emergency managers. Assist installations in the development of locally specific plans and program documents to support an all hazards environment. Draw upon technical insight and understanding in applying practice of related disciplines. Review and analyze plans, SOPs, exercises, and training. May act as project team lead for development of products; function as a group facilitator for meetings and exercises, or lead emergency management instruction as required. Coordinate with other Services, local, state, and federal emergency management agencies as appropriate.

Requirements:

The analyst researches, analyzes, interprets, evaluates, and integrates extremely complex all-source intelligence data pertaining to order of battle, force structure, strategic and conventional military capabilities and key military leadership.

Job Duties:

The Senior Proposal Manager will be responsible for the following: Manages development and submission of proposals in response to Government and private solicitations, requests for proposal, invitations to bid, or requests for information. Coordinate all elements of the proposal offer design: past performance contract selections; proposal outline and compliance matrix; organizational chart for proposed effort showing number of personnel by skill level, SOW areas supported, team member responsibilities and customer interfaces, identified Project Manager and other key positions and individuals, team composition with defined roles; technical and management solutions; Bases of Estimates (BOEs); all other elements required by specific proposals, analyze RFP requirements and generate a compliant proposal outline for the writing team. Develop compliance matrices, linking the proposal outline to appropriate RFP sections. Develop the storyboard and develop, in coordination with the Capture Manager, the win themes anddiscriminators; ensure these are conveyed and supported throughout the proposal. Identify requirements and request writing resources to staff proposal effort and ensure that all aspects of our solution design are assigned to a volume lead or writer. Requirements:
BS degree and 5 yrs of hands on subcontracts/buyer experience in a federal contractor environment. Candidate must possess the business skills/expertise to deal with subcontracts/purchasing and business issues, problems or situations that arise in the daily course of working with vendors/subcontractors. Individual must be flexible and able to effectively interact with all levels of staff and management, both internal and external. Excellent verbal and written communications. Working knowledge of subcontracting/buying principles, concepts and techniques. Must have a "can do" attitude and be able to thrive in a fast paced environment. Must be detail oriented, possess strong organizational, communication and quantitative skills, and be able to work independently. Deltek/Costpoint experience is a plus.

Job Duties include (but are not limited to):
• Develop, negotiate and administer, multi-year subcontract programs in accordance with Federal regulations, including
CPSR, prime contract flow down requirements, and be consistent with company policies/procedures.
• Prepare and issue Requests for Proposals (RFPs) for subcontractor support and materials purchases.
• Evaluate vendor/subcontractor proposals and prepare Price/Cost Analysis.
• Successfully negotiate fixed-price and cost-type subcontracts.
• Finalize terms and conditions, cost/price, deliverables, and schedule requirements. Administer subcontract programs
in accordance with Federal regulations, including CPSR, prime contract flow down requirements, and be consistence with
company policy/procedures.
• Manage subcontractor performance to contract requirements during program execution.
• Execute subcontract modifications as needed.
• Provide Proposal support if required.
• Maintain fully documented, ISO and CPSR compliant files.
• Manage all types of purchase orders/subcontracts.
• Reconcile Invoices with Authorized Funding amounts

• Administer contracts at the prime level
