Provide Asset Visibility for of materials and equipment procured to support the United States Central Command (USCENTCOM) Train and EQUIP mission requirements. Assist the CC-J5-P, CC-J4-P, and CC-J4-O with subject matter expertise (SME) and analysis of logistical processes, policies, strategies, logistical information systems (LIS) and Enterprise Resource Planning (ERP) concepts and performance. The specific focus is on (1) non-standard logistics (NSL) and material distribution, (2) ERP systems employment and planning, (3) Supply Chain Management and Performance (4) Audibility and (5) Organizational Management and Internal Control Measures (inspections) to assist in supply disciplines and risk reduction. This oversight spans across large a volume of equipment and materials provided by procurement agencies and Life Cycle Sustainment Managers throughout the DOD, consisting of a vast portfolio of unique capabilities to include munitions, information technology (IT), weapons, mobility platforms, vehicles, clothing, warrior systems, communications and optics. Provide acquisition logistics support functions (i.e., planning, development, implementation, and management of support concepts and strategies) within the train and equip program. Provide analytical oversight and assistance with the establishment and employment of enterprise distribution systems to include Enterprise Resource Planning (ERP) aimed to optimize enterprise distribution of materials and equipment and posture for future financial auditability and reporting requirements. Assist with planning efforts to ensure that the supply systems at the tactical, operational, and enterprise levels are levering existing technologies to achieve interoperability and integration amongst support agencies and the joint force. Analyze supply systems data to ensure that reports used for mission planning reflect accurate and current metrics required to make Command Decisions. Develops standard operating procedures to implement local guidance for applying policy, procedures, techniques and methods to a variety of work situations involving various degrees and levels of supply controls. Responds to a myriad of problems or questions involving implementation of supply and accountability process guidelines at all levels. Provides assistance and oversight with external and internal elements to ensure that the required reports from subordinate elements are accurate and submitted within the allotted time period. Provide SME oversight to ensure that controlled items procured, stocked, issued, or divested are reported and that he proper transactions are conducted to align the appropriate Unique Item Tracking (UIT) reports to the most current action or location of items managed. Coordinate T&E enterprise logistics efforts, accountability, distribution, auditability and reporting requirements with forward forces, services, components, USSOCOM, DOD agencies and supporting organizations to ensure that regulatory DOD guidelines are met. Provide active participation within the respective working groups to assist in the development, and sustainment of supply systems and concepts that will enable strategic ends and mitigate multiple risk factors tied to the overall management auditability and accountability of assets valued at $900 million to $3 billion, to be distributed throughout multiple aggregation sites and distribution nodes positioned throughout the United States and overseas locations. Participate and assist the USCENTCOM CC-J5-P, CC-J4-P and appropriate staff with recommended policy revisions to include the subsequent staffing and preparations for higher echelons for issues related to non-standard logistical processes as necessary to ensure that regulatory guidance is complimentary to the current and future operating environment.
1. Personnel required to obtain and maintain a Top Secret/SCI clearance.
2. Certified supply systems training through Armed Forces; skill MOS 92 series (or similar)
3. Experience with Enterprise Resource Planning Modules such as GCSS-Army, DPAS, GCSS-Marines, and other SAP and Oracle ERP solutions
4. On-hand experience working with supply systems overseas; Iraq, AFG, KW, QTR, KSA preferred.
5. Able to travel stateside and overseas once a quarter for site visits and situational awareness; may occasionally require travel away from the normal duty station on military or commercial aircraft.
6. Incumbent is expected to be responsive to frequently changing priorities and resource levels, as well as simultaneous high priority assignments.
