Camber is seeking a Web and Knowledge Management Specialist to support the Air Force Agency for Modeling and Simulation (AFAMS) and to provide M&S and other field advisory support across the enterprise.

Requirements: The contractor shall provide support and subject matter expertise for AFAMS Knowledge Management (KM) efforts across the enterprise, perform website design and development and conduct analysis to create targeted messaging to achieve Strategic Communications measures of effectiveness. The preparation of a coordinated message aligned with a strategic communications plan will help to shape stakeholder engagements to maximize brand awareness and penetration, promote top of mind awareness, produce an environment that will create a willingness to recommend and maximize return on investment of organizational resources. The contractor will coordinate and execute Command focused outreach initiatives as designated by the Government in supporting the education of senior leaders that will understand, trust, and is willing to exploit what M&S has to offer to achieve full-spectrum readiness. The contractor shall assist in the development of KM Strategic Communications designed to prepare Military, Civilian, and Contractor personnel to engage M&S stakeholders in articulating their needs and provide an environment in which AFAMS can maximize their stakeholders engagements as part of a deliberate and tailored strategic engagement strategy and plan to assist in providing solutions to meet their needs. The contractor shall provide research and support of KM efforts to enhance and accelerate M&S transformation through KM tenets and associated activities. Contractor support will assist the Government in developing and coordinating a variety of messaging techniques, of which KM is a part, will target specific current and emerging M&S Stakeholders.

Duties will include but not be limited to the following:

  • Work with the client and project leads to shape content management strategies and processes that promote project documentation, knowledge retention and transfer.

  • Perform website design and development

  • Interview stakeholders to gather their web site requirements

  • Document stakeholder requirements, determine the level of effort to implement the stakeholder requirements, and develop a timeline for implementation

  • Analyze current KM applications (internal and external to the AF) to meet requirements.

  • Identify gaps in current applications vice requirements

  • Create implementation plan for meeting requirements

  • Ensure that KM solutions are coordinated and in compliance with AFNET and association with 45th SW

  • Create stakeholder website on existing template with basic site and content administration support using SharePoint 2010 and Higher

  • Work with clients and team members to structure and organize content in accordance with documentation requirements and processes

  • Begin development of web pages, communities of practice, reflectors and other collaborative tools for the KM portal

  • Provide basic site and content administration support by managing permissions, and creating and maintaining sites, workspaces, workflows, lists, and libraries

  • Assist developers with testing custom solutions, creating process documentation, and troubleshooting technical problems with SharePoint 2010 and Higher

  • Participate in projects and requirements gathering with end users across multiple departments to create, enhance, and improve their SharePoint services and group sites

  • Follow directives from the Information Assurance security office to ensure all systems meet DoD and Air Force security guidelines and are remediated accordingly

  • Maintain and administer SharePoint services, including search, content hub and excel services

  • Assist with software development project plans, including scoping, scheduling, and implementation

  • Assist with efficient implementation of new software products, upgrades, tools and systems and for resolution of any adaptation issues

  • Generate and analyze website statistics and reports as needed regarding SharePoint usage and activity

  • Help develop and maintain SharePoint training, guidelines, and applicable policies

  • Assist with training SharePoint Power users by providing innovative, practical, and dynamic SharePoint training solutions that save time, increase productivity, and improve the way in which people accomplish basic set ups pertaining to SharePoint

  • Prepare for each class and deliver state of the art training on Microsoft Office SharePoint and various other web applications

Required Experience/qualifications :

Microsoft Certified Solution Developer (MCSD) for SharePoint certification. Search Engine Optimization (SEO) Professional certification.

Desired Education/Experience:

A bachelor's degree plus 3 years of functional experience, OR; An associate's degree plus 7 years of recent specialized experience OR 11 total years of recent specialized experience.

Security Clearance: Secret. The selected applicants will be subject to a security investigation and must meet eligibility requirements for access to classified information.
