Sr. Subcontracts Administrator

Basic Qualifications:

  • Bachelor's degree (in Business Administration or related field) and 8+ years related experience.

  • Requires comprehensive knowledge and extensive experience, and the ability to perform non-routine job requirements within the scope of the position.

  • Demonstrated ability to determines methods and procedures on new assignments

  • Able to serve in a lead role and provide guidance to other personnel

  • Proven analytical, communication, and presentations skills needed as well as the ability to operate independently.

  • Advanced knowledge of business principles such as procurement, business and contract law, finance and accounting

  • Requires broad-based experience in procurement and related functions, with particular emphasis on negotiation and contract administration.

Duties:

  • Responsible for the developing, negotiating and administering subcontract agreements and licenses of low to high dollar value risk, creativity and complexity. Supports customer proposals, creates solicitations. Analyzes and estimates costs and negotiates specifications/statement of work, price, period of performance, contractual deliverables and provisions. Ensures compliance on performance.

  • Develops, negotiates and administers subcontracts and other agreements of high dollar value, risk, and complexity, consistent with client requirements and procurement policies/procedures. Creates highly complex solicitations, supports proposals, conducts price and cost analysis, negotiates price/cost and price/cost related terms and other subcontract or other agreement provisions. Working with other program staff, plays a significant role in ensuring compliance with required performance. Responsible for the technical direction, leadership, training and may supervise and serve as a mentor for less experienced staff.

  • Works on assignments that are of high complexity, where analysis of routine and non-routine data is required. Exercises a high degree of independent judgment in selecting methods and techniques for obtaining solutions. Requires a significant degree of analytical ability to understand and interpret complex data and solve complex problems.

  • Contributes to the development and attainment of the organization's goals and objectives. Failure to achieve desired results may cause critical delays in schedules and have a significant cost impact.

  • Regularly interacts with other procurement organization staff, functional peer groups, suppliers and internal customers. Represents Procurement in interactions with senior management on a variety of subcontracting matters

  • Works under limited direction and relies extensively on independent judgment. Requires little instruction on progressively more complex new assignments. May lead and direct multiple teams to obtain business solutions on complex, nonstandard subcontract agreements. Creates and implements effective acquisition strategies for purchase of goods and services.

  • Typically places or works on subcontracts valued at up to $500,000. May work on subcontracts of higher value with oversight from more senior level staff.
