Senior Science and Technology Analyst

Requirements:

  • The selected applicants will be subject to a security investigation and must meet eligibility requirements for access to classified information.

  • Current secret security clearance

  • Master’s degree in a related discipline, + ten (10) years of general experience and six (6) years of relevant experience.

  • A bachelor’s degree in a related discipline + twelve (12) years of general experience and eight (8) years of relevant experience may be considered in lieu of master’s degree.

  • Experience writing and implementing strategic plans and campaign plans for S&T organizations.

  • Experience facilitating coordination and integration of multiple organizational elements, including Army, other Government agencies, Industry, and academia.

  • Experience managing the conduct of broad, all-encompassing analytical efforts, upon which program policy, procedures, and systemic determinations will be predicated.

Duties:

  • Facilitate the RDECOM strategic planning process by leading the development of S&T strategic plans in accordance with the requirements and priorities communicated at higher levels of Army, Chief of Staff of the Army, Army Materiel Command (AMC), RDECOM, and SIG leadership in order to drive an integrated science, technology, and engineering services portfolio.

  • Support the mission of RDECOM in leading and facilitating the development of innovative research, development, and engineering that produces capabilities required by the Army against the complexities of current and future operating environments in support of the Joint Warfighter and the Nation.To accomplish this task, the contractor shall work in conjunction with highly qualified technical experts across the RDECs and ARL to help identify Enterprise-wide metrics and outputs, gauge success of strategic planning efforts, tailor data, and ensure alignment with Army requirements.

  • Identify, propose, and facilitate research efforts across the RDECs and ARL in order to drive the annual strategic plan and campaign plan for a two-star Command by:

  • Identifying and synthesizing trends

  • Prioritizing core competency areas

  • Analyzing Army S&T requirements

  • Planning efforts shall support and enable the development of the annual POM in alignment with Army requirements and priorities.

  • Lead mid- to short-range strategic planning efforts identified by the SIG, developing guidance to align efforts with Army and RDECOM long-range objectives.

  • Develop long-range strategic plans that identify and prioritize Army requirements based on Soldier needs, Industry trends, academic discoveries, regulatory and legislative requirements, and think-tank outlook.

  • Develop management plans and program strategies, to include providing technical analyses of new initiatives, assisting in concept development for future programs, and conducting requirements analysis.

  • Support evaluation efforts by measuring process improvements, effectiveness, efficiency, outputs, outcomes, and outgrowths.
